OSA: Operation Safe Commerce

The Department of Transportation (DOT) Transportation Security Administration (TSA) Federal Register Notice 67 Fed. Reg. 70110 and the U.S. Customs Service (USCS) announced on November 20, 2002 a new initiative known as Operation Safe Commerce. This program is to identify and fund business driven initiatives designed to enhance security for the movement of cargo through the supply chain. These business processes and technology prototypes that protect commercial shipments from threats of terrorist attack, illegal immigration and contraband at the least cost to the transportation system.

The Ports of Los Angeles, Long Beach, Seattle, Tacoma, and the Port Authority of New York and New Jersey will be invited to submit proposals for funding consideration under this initiative. Persons and entities representing components of the supply chain may seek funding through these ports. DOT and USCS will use the program to identify existing vulnerabilities in the supply chain and develop improved methods for ensuring the security of cargo entering and leaving the U.S.

An Executive Steering Committee co-chaired by DOT and USCS will select projects for funding and provide oversight for the program. The ESC also includes representatives from TSA, the U.S. Coast Guard, the Departments of State, Justice, and Commerce, and the White House Office of Homeland Security.
